Western Sydney University has recently released its report, “Disability and Digital Citizenship,” authored by Gerard Goggin, Wayne Hawkins, and Aaron Schokman.

Supported by the Australian Communications Consumer Action Network (ACCAN) and the University of Sydney, this report sheds light on the pressing issues surrounding disability inclusion and accessibility in Australia’s digital landscape.

Key Findings and Recommendations:

The report highlights the slow progress in achieving full inclusion and participation for people with disability in Australia’s digital society. To address this, the report proposes adapting and expanding digital citizenship to ensure equal access, affordability, and digital ability.

Seven recommendations are outlined across research, policy, and practice:

1. Develop a comprehensive definition of disability and digital citizenship.
2. Establish a baseline definition and measure of digital inclusion for people with disability.
3. Investigate digital literacy and capability among people with disability.
4. Adopt a whole-of-government policy for digital inclusion.
5. Implement programs to address digital access barriers.
6. Remove affordability barriers through affordable network connectivity and equipment.
7. Develop accessible digital training opportunities.
